Water Meter Turn On & Turn Off FAQs
Why should I have my Water Meter Turned Off while I'm Out of Town?
This procedure will help ensure against the loss of water in the event of a leak along the service line or within the structure, which could potentially cause devastating water damage to the property.
Only District personnel are authorized to turn on & off water meters!
As stated in the District’s Rules and Regulations dated 1/2020, Section 13.3.4: Any person who tampers with a District water meter or the District’s wastewater system may be penalized up to five hundred dollars ($500.00), plus any amounts necessary to repair damage to such water meter or wastewater system.
Note: Tampering includes unauthorized persons turning on and off service at the meter.
When can I have my Water Meter Turned On or Turned Off?
Requests must be made on weekdays only, with at least 24-hours notice prior to the time of the requested service.
Water Meter Turn On & Turn Off service can be performed Monday - Friday, from 8AM - 3:00PM. PAWSD does not provide exact appointment times for this service. The service is provided in a window of either 8AM-12PM or 12PM-3:00PM.
How do I request to have my Water Meter Turned On or Turned Off?

Unless you have signed and submitted the Water Service Turn-on Release Agreement (found under "Request Meter Turn On") with PAWSD, either the customer or representative over the age of 18 must be present at the home or business when the water service is turned on.
If you are making your request on the weekend, please call the after hours line at 970-731-9491.
Requests made online will only be responded to during normal business hours (Monday - Friday, 8AM - 5PM). You will receive an email confirmation to your request within 1 business day. If you do not receive a response within 1 business day, please call the PAWSD office at 970-731-2691.
During winter months, it is the customers' responsibility to ensure there is access to the meter, keeping the area around the meter free or ice & snow. Meter turn off or turn on service cannot be provided otherwise
What is the cost of this service?
Water Meter Turn On & Turn Off service is provided free of charge during regular business hours of 8:00 AM - 3:00 PM, Monday - Friday as long as the request is submitted 24-hours prior to the time of the requested service.
Requests not made 24-hours prior to the time of the service needed will be charged $55.00 to the account. Payment is due at the time of the service request.
Requests made after hours, between 3:00PM and 8:00AM, Monday - Friday will result in an $110.00 charge to the account.
Requests made on weekends will result in an $110.00 charge to the account.

Submit a Water Service Turn Off Request
For Date & Time: The service is provided in a window of either 8AM-12PM (AM time frame) or 12PM-3:00PM (PM time frame) Please specify if you would like an AM or a PM time

Please note: Unless you have agreed to and submitted the Water Service Turn-On Release Agreement (see below) with PAWSD, either the customer or representative over the age of 18 must be present at the home or business when the water service is turned on. In the case that you or a representative over the age of 18 will be present at the time of the requested service, you may submit a request without agreeing to the Water Service Turn-On Release Agreement.
Water Service Turn-on Release Agreement
THIS RELEASE AGREEMENT is entered into on the date set forth below by and between the Pagosa Area Water and Sanitation District a quasi-municipality and the undersigned Customer.
- The undersigned Customer understands that when Pagosa Area Water and Sanitation District turns on Customer's water service, it will pressurize the plumbing at Customer's premises that may cause leaks or flooding at Customer's premises. Customer understands that he/she is responsible to ensure there is no water leaking from the plumbing fixtures or system that could cause damage at Customer's premises.
- For the sole consideration of Pagosa Area Water and Sanitation District turning on the water service at Customer's premises, does, for him or herself, or their heirs, successors, and assigns, hereby release, acquit, and forever discharge Pagosa Area Water and Sanitation District and any of its officers, employees, or elected officials from any and all claims, suits, damages, costs or expenses, including attorneys' fees and litigation expenses, resulting from Pagosa Area Water and Sanitation District turning on water service at Customer's premises.
- Customer hereby covenants and undertakes to forever refrain and desist from asserting against Pagosa Area Water and Sanitation District and any of its officers, employees, or elected officials and claim, demand, or suit resulting directly or indirectly from Pagosa Area Water and Sanitation District, or agent acting on its behalf, turning on the water service to Customer's premises. Customer hereby expressly agrees to indemnify and hold harmless the Pagosa Area Water Sanitation District, or agent acting on its behalf, and any of its officers, employees, or elected officials from any damages, costs or expenses, including attorneys' fees and litigation expenses incurred by or on behalf of the Pagosa Area Water and Sanitation District, or agent acting on its behalf, and any of its officers, employees or elected officials.
- The undersigned acknowledges that he/she is at least 18 years of age and is the Customer, or specifically authorized by the Customer, at whose premises the water service will be turned on and has the legal authority to enter into this Release Agreement for the premises listed below.
- Nothing in this Release Agreement shall be construed to limit the protections afforded the District by the Colorado Governmental Immunity Act, Section 24-10-101, et seq., C.R.S.
- This Release Agreement contains the entire agreement between the parties hereto, and the terms of this Release Agreement are contractual and not a mere recital. Customer further states that he/she has read carefully the foregoing
- Release Agreement and knows the contents thereof, and signed the same as his or her own free act.
If you or your representative will NOT be present when the water meter is turned on, you must agree to ALL of the following:
Plumbers: Meter Pit Access Agreement
Per PAWSD Rules & Regulations:
Any insured (general liability) contractor or Colorado licensed plumber may be given permission to enter District meter pits by registering at the District Offices at 100 Lyn Avenue or by submitting this online form for approval. Any one given access permission by the District that purposely or inadvertently damages the meter pit or materials in the meter pit shall be responsible for cost of repairs or replacement.
